Who Qualifies for the ECO4 and GBIS Schemes?

The ECO4 Scheme and the Great British Insulation Scheme (GBIS) are government-backed initiatives designed to help households improve energy efficiency, reduce fuel bills, and lower carbon emissions — often at no cost to the homeowner or tenant.

Here's what you need to know to check if you’re eligible:

🏡 ECO4 Scheme – Eligibility Criteria

ECO4 (Energy Company Obligation phase 4) is aimed at helping low-income and vulnerable households upgrade their homes through insulation, heating, and renewable energy improvements.

You may qualify if:

  • Your property has an Energy Performance Certificate (EPC) rating of D, E, F, or G
  • You are a homeowner or a private tenant (with landlord permission)
  • You receive at least one of the following means-tested benefits:
    o Universal Credit
    o Pension Credit (Guarantee or Savings)
    o Income Support
    o Income-based Jobseeker’s Allowance (JSA)
    o Income-related Employment & Support Allowance (ESA)
    o Working Tax Credit / Child Tax Credit
    o Housing Benefit
    o Child Benefit (subject to income caps)
  • OR you may qualify through the ECO4 LA Flex route, which allows your local authority to declare you eligible based on:
    o A low household income (typically under £31,000)
    o A health condition made worse by cold living conditions
    o Living in a vulnerable or fuel-poor home

🏘 Social housing tenants

You may also qualify if you rent a property with an EPC rating of D–G from a registered social landlord, provided the rent is below the market rate.

🧱 Great British Insulation Scheme (GBIS) – Eligibility Criteria

GBIS is focused on insulation-only measures (like loft or cavity wall insulation) and applies to a broader range of households, including many not eligible under ECO4.

You may qualify if:

  • Your home has an EPC rating of D or lower
  • You are a homeowner or private tenant
  • You are part of a low-income or vulnerable household OR live in a home in council tax bands A–D (England) / A–E (Scotland and Wales)

GBIS is split into two groups:
1. Low-Income Group – similar criteria to ECO4 (benefits or LA Flex)
2. General Group – anyone in the eligible EPC/council tax bands can apply (you may get partial funding)
